Invitation to Bidders
Southeastern Idaho Community Action Agency, Inc. (SEICAA) is accepting bids for 1,488 square-foot single-family home construction in the Agency’s Alpine Crossing subdivision project in Chubbuck, Idaho. The project utilizes U.S. Department of Housing and Urban Development (HUD) Section 3 guidance and regulations. Successful bidders must provide proof of liability insurance and workers compensation coverage at the time of contract signing. Bid packages are due to SEICAA no later than close of business (5:30pm) September 15, 2023.
General Information
SEICAA is pleased to announce the return of its Self-Help Housing/Labor Contribution Homebuyer program. The program, administered by SEICAA’s Development Division, has made homeownership a reality for 92 families throughout southeast Idaho since 2004.

Project Description
Homes constructed in SEICAA’s Alpine Crossing subdivision project are for families who qualify for the Self-Help Housing program at 80% AMI and can contribute labor contribution (sweat equity) towards their home’s construction. Scope of work includes but is not limited to the following:
- Concrete Work
- Framing
- Electrical Work
- Plumbing
- HVAC
- Insulation
- Siding
- Drywall
- Flooring
- Cabinetry
- Finishing Work
- Vinyl Fencing
- Landscaping
